As India progresses through its multi-phase 2024 Lok Sabha elections, the northeastern states of Assam and Manipur are preparing for the second phase of polling scheduled for April 26. This phase is marked by significant security enhancements, inclusive voting arrangements, and a commitment to ensuring a smooth electoral process.
Assam's Comprehensive Preparations
In Assam, five key constituencies—Silchar, Karimganj, Nagaon, Diphu, and Darrang-Udalguri—are set to vote in this phase. Over 77 lakh voters will exercise their franchise across 9,133 polling stations. The state has deployed central armed police forces and micro observers at critical polling stations to maintain law and order. Notably, at least 50% of the booths will be monitored through live webcasting to ensure transparency and address any irregularities promptly.
The Election Commission has emphasized providing minimum assured facilities at polling booths, including drinking water, waiting sheds, and toilets, to enhance voter comfort and participation. Major political parties like the BJP, Congress, AIUDF, TMC, and Bodoland People’s Front are actively contesting in this phase, reflecting the state's vibrant political landscape.
Manipur's Focus on Security and Inclusivity
Manipur's Outer Manipur constituency, reserved for Scheduled Tribes, is also voting in this phase. The state has intensified security measures, deploying 87 companies of central armed police forces and 4,000 state armed police personnel across 848 polling stations. These steps aim to prevent any untoward incidents, especially considering the violence that marred the first phase of elections.
To accommodate over 20,000 internally displaced persons (IDPs) affected by last year's conflict, the Election Commission has established 94 special polling stations across 10 districts. These arrangements ensure that displaced voters can participate in the democratic process without hindrance. Additionally, nine special polling stations have been set up for IDPs in Ukhrul, Tengnoupal, and Jiribam districts.
Manipur is also leveraging technology to enhance surveillance and security. Drones are being used for monitoring in sensitive areas like Ukhrul district, ensuring real-time oversight and rapid response to any incidents. Furthermore, 202 polling stations will be managed exclusively by women personnel, and one polling station will be operated entirely by personnel with disabilities, highlighting the state's commitment to inclusivity.
Community Engagement and Voter Awareness
Both states have witnessed active community engagement and voter awareness campaigns. In Assam, local organizations have launched initiatives to encourage voter turnout, including distributing leaflets and organizing cultural programs. In Manipur, the Chief Electoral Officer has initiated a Signature Campaign on Electoral Participation, targeting all electors, particularly the youth, to cast their votes freely and fairly.
Residents in regions like Ukhrul have expressed their readiness to vote, emphasizing the importance of electing candidates committed to community service and positive change. The Ava Market in Ukhrul, operated entirely by women, stands as a testament to the active participation of women in the electoral process.
